Xiaomi Redmi Note 5 Pro can not flash - anti rollback level 4

Today with firmware 9.5.22.0, xiaomi have antirollback level 4
if we flash other rom with lower level 4 will hard brick (phone stuck at 9008)
but can not use miflash or qcfire to flash
please umt team help fix it.

(hard brick same problem as LG model)
