why Apple Id removal purchased in USA delay for month

I am very dissapointed with this service, i sent money on 17th Feb till today order for iCloud Removal Clean iPhone All Model - ( Purchased In USA ) 90-95% success not done meanwhile time Delivery Time : 8-14 days. now my client started to disturb me to the extent.
