Samsung S3 Mini No service, IMEI and Baseband ok

Hi,
I have this strange case, phone don't have service but IMEI, Baseband and S/N are present.

Anyone can help me troubleshoot the problem please?

Tried flashing EFS and modemfs, but still the same case.
